Project Applicant Disposition
Requests for Determination:
Anchorage - CT Scanner Replacement Alaska Regional Hospital On October 11, 2006 Alaska Regional Hospital requested a determination of whether a CON is required for replacement of an existing CT Scanner. Total project cost is estimated to be $1,098,753.  On October 27, 2006 the Commissioner determined that a CON is not required for this project.
Anchorage - Outpatient Services Providence Alaska Medical Center On June 15, 2006 the Commissioner determined that a Certificate of Need is required for each of the following three projects:  1) Sleep Center - $1,327,000; 2) Sports Medicine Clinic - $4,130,000; and 3) Other Programs (Neurodiagnostics, Cardiac Rehab, Diabetes Clinic, Pulmonary Function, and Two Classrooms) - $2,593,995
Anchorage - Picture Archiving and Communications System (PACS) Alaska Regional Hospital On March 14, 2006 the Commissioner determined that the following project is a routine replacement of equipment and therefore does not require a certificate of need:  Purchase and installation of new Picture Archiving and Communications System (PACS) for the storage and viewing of radiological images. Estimated cost $1,385,000.
Homer - CT Scanner South Peninsula Hospital On February 4, 2006 the department received a request for determination of whether a CON is required to replace an existing single detector helical CT scanner with a multi-dector helical CT scanner. The new scanner is estimated to cost $1,500,000. On February 10th, the Commissioner determined that a CON is not required insofar as the project represented the routine replacement of equipment.
Fairbanks - Imaging Services DIVAS, Ltd. On October 16, 2006 DIVAS, Ltd. submitted a request for a determination of whether a CON would be required to purchase the Fairbanks imaging facility operated by Alaska Open Imaging, LLC. On November 27, 2006 Commissioner Jackson determined that a CON is required.
Juneau - Ambulatory Surgery Center Neuterra Healthcare On December 8, 2005 the Commissioner determined that a certificate of need is required for Nueterra Healthcare, on behalf of a physicians’ group known as the Juneau Orthopedic Surgery Center, LLC, to develop a 2,750 square foot ambulatory surgery center in Juneau. The facility would have one surgery suite and would be located in a medical office building that is under construction. Nueterra Holdings would manage the facility. for this project.
Certificate of Need Applications:
Anchorage - Comprehensive Community Cancer Center Providence Alaska Medical Center On July 28, 2006 the Commissioner awarded a certificate of need to expand and relocate the Providence Cancer Center to a 48,358 square foot space within a new medical office building on campus. Purchase of a CT/Simulator and new Linear Accelerator are also approved. The total approved cost is $34,977,511 with a completion date of December 31, 2008.  A condition of approval is that the existing linear accelerator being replaced must be disposed of once the new linear accelerator becomes operational.
Anchorage - Post Anesthesia Care Unit Providence Alaska Medical Center On September 12, 2006 Commissioner Jackson approved a certficate of need  to expand the Post Anesthesia Care Unit (PACU) to accommodate 24 bays, making the PACU consistent with industry guidelines.  This will be an expansion of 2,240 square feet, increasing the total PACU space to 4,440 square feet.  The total approved cost is $2,150,436 with $1,655,178 for construction/renovation and $495,258 for equipment.  The completion date will be December 31, 2007.
Fairbanks - Residential Psychiatric Treatment Center Boys and Girls Home - Family Services, Incorporated On April 17, 2006 the Commissioner approved a certificate of need for Boys & Girls Home & Family Services Incorporated for construction of a residential psychiatric treatment center (RPTC) in Fairbanks. Conditions of approval are: 1) the applicant may build a 44 bed RPTC facility in Fairbanks that must include a secure unit with at least 7 beds; 2) the design of the unit that includes the 7 secure beds must be submitted and approved by the Department of Health and Social Services before the project is allowed to proceed; and 3) the approved cost of the project is $10.5 million with a completion date of December 31, 2008. 
Fairbanks - Residential Psychiatric Treatment Center NorthStar Behavioral Health Systems On April 17, 2006 the Commissioner denied a certificate of need application to for 30 Residential Psychiatric Treatment Center beds and 30 Acute Psychiatric Hospital beds in Fairbanks.
