Elena is originally from the city of Nizhny Novgorod (Russia) where she graduated from the Linguistic University and taught English as a second language in a secondary and post-secondary setting. Also, for several years, she coordinated a sub-committee within the International Organization for Standardization (ISO) and helped researchers submit their proposals following specific requirements of the organization and make progress towards their acceptance as international standards. She moved to Anchorage in 2007 -- three years after completing her graduate program in Professional Communication and teaching communication to UAF students -- and settled down with her son in Alaska ever since. Elena volunteered with a parent group at East High helping teachers make an ESL program more effective to their learners. For over four years, Elena worked with the UA Statewide Corporate Programs (UACP) providing educational opportunities to APSC employees, and then for a few more years, oversaw a statewide training program at DHSS and implemented training activities for the department staff. In her new role at the Council, Elena’s main areas of responsibility are the early intervention services, autism, and developmental disability screening.
